    I don’t know about new businesses, but people like compliance officers are in much higher demand than they ever were before.. and they are commanding much higher salaries.

    SOX didn’t create new businesses, but implemented new requirements, especially in accounting, for businesses. Some businesses have left the US, primarily for London, in its wake, but this has not been huge. It’s expensive, and created new government agencies for compliance oversight. There are some very nice law review articles and business reviews of the Act.
