    This would be a very long answer. Essentially SO was created to tighten internal controls, preventing fraud etc. It has many provisions that seek to tighten controls, ie rotation of auditors, greater transparency etc. etc, the whole act is about controls essentially. You can look up specific rules pertaining to SO if you want.
